Election manifesto

NCP promises mandatory worker protection insurance

Staff Correspondent: Ahead of the 13th National Parliamentary Election, the National Citizen Party (NCP) has unveiled its election manifesto, highlighting insurance-led reform in labour protection, healthcare and financial governance.

In the manifesto, titled ‘36-Point Agenda for Youth and Dignity,’ the party pledged to introduce mandatory worker protection insurance and a pension system to strengthen labour rights and social security. The document says insurance will play a main role in ensuring workplace safety and providing economic safeguard for workers.

The NCP also proposed setting a national minimum wage of Tk 100 per hour. It promised stricter enforcement of labour laws to ensure compulsory worker protection insurance and pension coverage. The party said the system would help reduce risks associated with workplace accidents, injuries and loss of income by establishing a mandatory safety framework for all workers.

In the healthcare sector, the manifesto proposes introducing a National ID-based digital health record system for every citizen. It also outlines plans for an effective referral system to determine when, where and at which level a patient should receive treatment. Over time, the party aims to bring all citizens under a National Health Insurance programme.

The manifesto also addresses reforms in the financial sector. The NCP pledged to strengthen regulatory oversight of banks, insurance companies and the capital market to restore discipline and confidence. It proposed creating a central database to identify willful loan defaulters and taking strict legal action against them. Measures mentioned include asset seizure and withdrawing political rights for habitual defaulters.

According to the party, effective implementation of these initiatives would improve transparency, accountability and stability in the financial system, while strengthening social protection for workers and citizens.
