Hong Kong Arrests 15 in Insurance Exam Fraud Case

Global Insurance Desk: Hong Kong authorities have arrested 15 people in a coordinated crackdown on alleged fraud involving professional insurance examinations.
The Insurance Authority and the Hong Kong Police Force carried out searches at nine locations on 27 August 2026, targeting an examination centre that administered tests for the Fellow, Life Management Institute qualification issued by LOMA.
Among those detained were three currently licensed insurance intermediaries and three former ones. The centre in question was operated by Greater China Wemedia Association Limited.
Investigators found evidence that fraudulent practices had continued over an extended period and that LOMA had not exercised sufficient oversight of the process.
In response, the Insurance Authority immediately suspended recognition of the FLMI designation as a valid educational qualification for licensing insurance intermediaries in Hong Kong.
Officials said they will now review every licensing case in which credentials were obtained through the affected centre to determine whether any further action is required.
The operation marks the first joint enforcement action between the Insurance Authority and the police since the two bodies signed a memorandum of understanding in March 2024 aimed at strengthening supervision of the sector.
Maria Tsui, head of enforcement at the Insurance Authority, described the action as the start of a lasting partnership intended to uphold integrity across the industry and safeguard policyholders.
