IDRA Director Rakibur Rahman Khan Made OSD 0ver Quota Fraud Allegations

Staff Correspondent: The Ministry of Public Administration has designated Rakibur Rahman Khan, a director of the Insurance Development and Regulatory Authority (IDRA), as an Officer on Special Duty (OSD) over allegations of fraud in his recruitment under the freedom fighter quota.

The decision was announced in a notification issued by the ministry on Wednesday (October 28).

Rakibur Rahman Khan was recruited into the administration cadre through the 29th Bangladesh Civil Service (BCS) examination. Government records show that he was appointed under the quota reserved for children of freedom fighters. However, according to the Anti-Corruption Commission (ACC), he had not applied under that quota.

The ACC filed a case against him over allegations of fraud and forgery.

According to published reports citing Ministry of Public Administration sources, the first appointment gazette for the 29th BCS was issued on July 10, 2011. It listed 184 appointments to the administration cadre, while 14 positions under the freedom fighter quota remained vacant due to a lack of eligible candidates.

About 13 months later, the ministry issued another gazette appointing several candidates, including Rakibur Rahman Khan.

On April 4, the Cabinet Division sent a letter to the Ministry of Public Administration concerning six officials accused of obtaining government jobs under the freedom fighter quota despite not applying under that category.

The letter referred to separate ACC cases against the six officials and requested the ministry to take necessary action.

Rakibur Rahman Khan's OSD appointment came more than six months after the Cabinet Division's request.
