Japan Approves Bill to Support Oil Tanker Marine Insurance

Global Insurance Desk: Japan’s cabinet has approved a bill designed to support marine insurance coverage for oil vessels as part of wider efforts to protect energy supplies amid ongoing tensions in the Middle East. The measure is one of three bills cleared by the cabinet to strengthen energy security, according to reports from Insurance Asia News.

The legislation aims to ensure that tankers carrying crude oil and other energy products can secure adequate marine insurance even when geopolitical risks push commercial premiums higher or reduce available capacity. Officials view reliable insurance as essential to keeping supply routes open and preventing disruptions that could affect Japan’s heavy reliance on imported energy. The bill forms part of a broader package intended to give the government tools to intervene when market conditions threaten the flow of critical resources.

At the same time the government is advancing plans for a domestic reinsurance captive regime. Authorities intend to submit legislation to the next ordinary session of the Diet, expected in January 2027 that would allow the creation of reinsurance captives limited to certain risks. The goal is to give Japanese companies and insurers greater flexibility in managing exposures that may be difficult or expensive to place in the traditional market. Captives of this type could help retain more risk domestically while providing a structured way to access capital and reinsurance support.

These steps come as Japan continues to refine its insurance and reinsurance rules. Regulators have also moved to tighten requirements around asset intensive reinsurance arrangements in order to limit counterparty risk, while easing some long standing restrictions on cooperation between brokers and agents. Taken together the measures reflect a pragmatic response to both external security concerns and the need for a more resilient domestic risk transfer system.

Market participants will watch closely how the marine insurance support is structured and whether the captive framework ultimately expands the range of options available to corporate buyers. For now the cabinet’s actions signal that energy security and risk management remain high on the policy agenda, with insurance tools playing a clear role in the government’s approach.
